Tehran is willing to reinitiate nuclear negotiations with Washington on condition that it is approached with "respect" and "respect", Tehran's foreign minister has stated.

He was addressing at a security conference in Tehran where he reaffirmed that Iran had "an inalienable right to enrich uranium on home soil that it will always maintain" – the main reason of the impasse in the previous talks.

Prior Negotiations Unexpectedly Ended

The prior phases of talks between the United States and Iran were brought to an abrupt and acrimonious termination on 12 June when Israel, with US support, attacked Iran's enrichment centers in a 12-day war that ended with the US president declaring the locations had been eliminated. Afterward, EU nations used their privilege to reinstate global restrictions, but Iran maintains they have not had a major impact.

Ideal Resolution Proposed

Iran's diplomats stated they felt they had attained a "magic solution" to the uranium processing matter in earlier negotiations, when it was settled an domestic cooperative with Washington's engagement could enrich uranium. Both sides would have been able to claim victory since home-based processing would have continued and the US could be assured that Iran's nuclear programme was entirely non-military.

It had not been settled in the negotiations that American atomic experts could work on Iranian soil, but that was a reasonable assumption of the cooperative offer. Representatives claimed on multiple occasions they had secured an understanding with the US representative Steve Witkoff only for the deal to collapse due to "opponents in the US".

Existing Status

Tehran representatives said the partnership proposal was now no longer available, but it seems very probable the proposal could be revived in certain ways if negotiations resume.

The US president recently claimed he had been obtaining communications that Iran wanted to resume discussions, but privately Iran's diplomats say they are not yet getting coherent offers from Washington either explicitly or from important Middle Eastern intermediaries, such as Qatar, Egypt, Oman and Saudi Arabia. The Tehran's diplomatic corps has been criticized of passivity in the aftermath of Trump's direct instinctive approach, but Tehran asserts dialogue is not part of a performance.

Diplomatic Position

In his speech to the conference, designed to portray the US as a hegemonic power that abuses the idea of international law, Araghchi stated the 12-day war demonstrated the dispute could not be resolved by military means. He asserted the attacks began with a US demand for an total Iran submission and culminated with an absolute demand for a halt to hostilities.

Iran is convinced the opening assaults from Tel Aviv were mounted with total Washington understanding and collaboration, making trust difficult to rebuild.

In what is described by Tehran representatives as the struggle of recovery and rebuilding, Araghchi claimed he was assured Iran's security strengths "have significantly improved than preceding 13 or 14 June of this year. All our capabilities have been rebuilt. We gained many lessons from this war; we have come to know our own weaknesses and the shortcomings of the opponent."

He added: "We successfully passed this conflict. Our nuclear technology, which they intended to obliterate, remains in place. The facilities and equipment, if destroyed, will be rebuilt; what is crucial is the determination of the Iranian people and then the social solidarity that they sought to undermine, but did not succeed to break. The Iranian people have grown stronger, more united, and more backing of the government and the state in the wake of this assault."
